Scenario approaches to risk identification provide a means to reduce the limitless possible risk-events to a manageable few. Driving forces constructing the scenarios are events of highest impact and uncertainty.
We use the term semiotic scenario for stories of social reality, constructed with real actions of individuals, based solely on their learned and commonly held beliefs (social facts and cultural rules). The focus of attention is relationships at risk of action. Driving forces constructing the scenarios are significant differences in belief systems held by social groups; different beliefs drive different behavior, which can be either conflictive or innovative.
